Development of information system for conducting of regional fund of methodical, program and information support

The regional ministry of information technologies and communications

The Situation
The regional ministry annually allocates significant means for informatization of the regional state and municipal organizations. Absence of the comprehensive information on the existing software quite often was the reason of creation of information systems for automation of similar functions that led to excessive expenditure of the budget of region. To solve the given problem it was decided to create a specialized system which would comprise the information and copies of the software financed by the regional ministry.

The Solution
The Customer required  to develop the solution with low cost support and an opportunity of technical maintenance  by their own experts. The experts of I.T. Co. have suggested to realize the project on the basis of JBoss Enterprise Portal Platform 2.6, Oracle Server 10G, and the portal module of work with electronic materials. The portal module of work with electronic materials was developed by Aplana and was successfully applied in realization of similar systems several times.
As a result of cooperation the centralized system of the account and storage of spears of the software, including the applied software and databases has been created.
The new system provides support of the rules under the account and registration of information resources and information systems.  It helps in conduction of “The register of the state and municipal information resources and systems”, and release of the newsletter for the organizations, containing data on information resources and the software, included in the database.
Within the project employees of I.T. Co. also developed regulatory and methodical documentation, regulating processes of regional fund of methodical, program and information support.
 

Advantages
As a result of the project the new approach of use of methodical, program and information support was realized. It allowed the Customer to receive the following advantages:

• Efficient budgeting due to decrease in probability of duplication of development or incompatibility of developed information systems
• Essential decrease in risks of loss of the results of development in case of integrity infringement of the methodical software in view of technical malfunctions or the human factor;
• Essential decrease in expenses for integration of the state information resources and systems due to unification of technological decisions

Technologies

For system engineering Aplana’s experts used the following technological solutions and products:

• JBoss Enterprise Portal Platform 2.6. The environment of development with the open code which is intended for development of portals for the commercial enterprises. Use of JBoss solutions allows to create at the minimal expenses various information portals, differing a high degree of reliability and productivity.
• Oracle Server 10G. The leader of control systems of the databases, described simplicity of the operation, rich functionalities and a favourable parity of the price and productivity for appendices of scale of the working groups, separate divisions or the applications working in the Internet/intranet environment.
• The portal module of work with electronic materials, development by Aplana. It allows to realize in deadlines various decisions on the organization of the centralized account of electronic materials within the limits of the company or its separate divisions, and also the organization of teamwork of users on preparation of materials and their use.
